They will no longer Gen. of the British authority, he could inflict punishment of death by the degrees prescribed by the standing law. Gen. is to have duly ascertained the nature of his crime, communicate with the Zamen (Tsungli Yamen) of Foreign Affairs, which office having in its turn informed itself of the particulars of the case, will acknowledge the communication and will represent it to the Throne according to the law.
I am now instructed by Earl Granville to inform M. J. H. that the difficulty which prevented the Hongkong Govt from acceding in 1880 to the request of the Gov. Gen.
